Talent Acquisition Manager

The Manager of Talent Acquisition directs all phases of Talent Acquisition services across the Company.  This role is responsible for developing and implementing activities in support of Talent Acquisition services across the Company.  Assists the Executive Team in planning and strategy development of KPIs (Key Performance Indicators) and objectives for the Talent Acquisition team.
The following and other duties may be assigned as necessary:
  •  Responsible for directing the overall operations and staff of the Talent Acquisition department. Develops, implements, and manages operational goals and monitors achievements of performance and profit objectives.
  • Responsible for reviewing programs, suggesting modifications, and ensuring achievement of competitive market position and other goals identified by the Company related to Talent Acquisition.
  • Develops and maintains productive, informative, and respectful relationships that support achievement of business focused results for talent acquisition functions across the Company.
  • Directs and leads the Talent Acquisition team to ensure accurate and timely transaction processing and responsiveness as they relate to SLA (service level agreements) guidelines and goals. 
  • Establishes, implements, and enhances professional community relationships with external recruiting sources (i.e., colleges/universities, recruiting agencies, military transition offices, and other professional organizations).
  • Responsible for creative recruitment strategies and programs to address key staffing needs included but not limited to the (LEEP) Leadership Excellence at Emergent Program.
  • Responsible for the overall employment “Brand” and develops supporting materials to communicate that “Brand” via employment ads, postings, our website, and recruiting materials.
  • Responsible for the effectiveness of recruiting strategies, programs, and tools.
  • Assists in Executive recruitment.
  • Consistently demonstrates excellent communication skills.
  • Partners with program managers to address key staffing needs. Serves as liaison between Talent Acquisition personnel and HR.
  • Understands the organizational structure; develops and maintains knowledge of the business unit needs; and, provides talent acquisition support to all properties.
  • Identifies and develops strategies for the Company with respect to recruitment, talent management, and performance management issues.
  • Partners with VP in budget reconciliations, P&L review, and approving departmental purchasing for Talent Acquisition.
  • Partners with VP to determine Talent Acquisition department’s strategy and its needs.
  • Supports the internal and external recruitment efforts for the Company to include, but not limited to:  managing open job requisitions, prescreening potential candidates, and building a talent pool for all positions
  • Developing sourcing strategies for open roles.
  • Ensure that sourcing strategies are effectively being utilized to identify qualified candidates for open positions which includes but is not limited to internet, social media boards, search engines, and organization user groups (i.e. LinkedIn).
  • Responsible for developing and implementing diversity recruitment initiatives.
  • Manages community relationships including but not limited to colleges, agencies, acquisition programs, talent vendors, recruitment events, etc.
  • Maintains current knowledge of HR policies, programs, laws and regulations.
  • Participates in and provides talent acquisition updates and feedback in management meetings at various levels.
  • Responsible for ensuring the compliance with all regulatory compliance within area of responsibility and reporting potential issues to Executive Management.
  • Maintains strict confidentiality in all departmental and company matters.
To be successful in this position it will require the following skill set
  • Bachelor’s degree (B.S./B.A.) in Human Resources or related field from four-year college or university; or seven to ten years progressive experience in Human Resources with emphasis in Talent Acquisition, with additional experience in employee development; or equivalent combination of education and experience. Leadership experience required.
  • Must have strong problem solving, organizational, analytical, interpersonal and communication skills (verbal and written).
  • Must have excellent project and time management skills with the ability to multi-task and prioritize.
  • Must have technical proficiency and knowledge in Microsoft applications (Word, Excel, and Outlook).
  • Ability to write reports, business correspondence, and procedure manuals.
  • Must have technical knowledge in building sourcing strategies using a variety of means including cold calling, leveraging competitive resources, networking, and data mining Internet tools, web sites and social networking.
  • Must have current knowledge and understanding of regulations, industry trends, current practices, new developments and applicable laws regarding Human Resources issues.
  • Must have experience with implementing and maximizing applicant tracking system.  This involves understanding business needs and ensuring the system supports the needs, as well as ensuring end users and hiring managers are properly trained.
  • Strong client interface and presentation skills preferred.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Must have the ability to interact with others and resolve problems and conflicts in a diplomatic and tactful manner.
  • Must have the ability to drive results and be proactive when working on tasks.
  • Must have thorough knowledge of all employment related laws including Civil Rights, EEO, ADA, and FLSA.
  • Ability to maintain confidentiality.
  • Must be able to travel up to 25% to other offices across the US.
